She will discuss the process of addiction recovery when it is initiated by the criminal justice system as well as benefits and outcomes of Drug Treatment Courts.

The biannual World Forum Against Drugs is presented under the patronage of H.M. Queen Silvia of Sweden. The entire two-day event is three conferences in one: a joint project of the World Federation Against Drugs, European Cities Against Drug, and the Swedish National Movement Against Drugs. It is hosted by the City of Gothenburg.

While the UN Drug Conventions are clear on what goals drug preventive work must have, there are varying views about how these should be carried out in practice. The Gothenburg events will go in-depth on best practices and strategies for implementing the updated international standards for prevention. (Register for the conference here.)

Judge Hora is considered one of the founders of the problem-solving courts’ movement, which offers real help and healing to people with substance use disorders all over the world. Therapeutic jurisprudence was the focus of her 21 years on the bench and remains the heart of her endeavors today through Justice Speakers Institute and its sister organization, Justice Speakers International.

She presided over one of the first drug treatment courts in Alameda County, California, was a Senior Judicial Fellow for the National Drug Court Institute, as well as the for the Global Centre for Drug Treatment Courts and is an Honorary President of the International Therapeutic Jurisprudence Society.

She was a visiting scholar at the University of Tasmania School of Law, and the 2009-2010 Thinker in Residence appointed by the Premier of South Australia to recommend policies for their justice system.

Judge Hora continues to speak frequently at conferences and provide hands-on training and consulting to jurisdictions worldwide including Argentina, Australia, Bermuda, Canada, Chile, France, Italy, Israel, Japan, New Zealand, Pakistan, Russia, South Africa, The Netherlands, and the United Kingdom.
