With over 15 years of experience, she works at the intersection of policy, technology, and real-world implementation, helping justice systems translate legislative intent into effective operational practice.
Recognized for bridging the gap between legal frameworks and the practical application of monitoring technologies, Heather has worked extensively with courts, treatment court teams, probation professionals, attorneys, policymakers, and manufacturers on the implementation and use of ignition interlock devices (IID), alcohol monitoring technologies, and electronic supervision programs. Her expertise focuses on how monitoring systems function in real-world supervision environments, how data is interpreted and applied, and how programs can be structured to improve compliance, accountability, and outcomes.
