Virginia Veteran Treatment Court Curriculum

The Justice Speakers Institute (JSI) developed a comprehensive Veterans Treatment Court (VTC) curriculum to address the needs of Virginia’s large veteran population—the highest in the nation. Retained by the Department of Judicial Services, Office of the Executive Secretary, Supreme Court of Virginia, JSI created a state-specific curriculum designed to meet the unique challenges faced by Virginia courts.

Using the Instructional System Design model, the curriculum incorporates best practices and ensures alignment with the needs of veterans. The process involved collaboration with national and Virginia-based VTC experts, systematically organizing what is taught, who is taught, and how it is delivered.

The curriculum includes expert-created videos featuring role-play scenarios for team staffing, enhancing its practical application in court settings. This targeted approach ensures Virginia courts are equipped to operate effective Veterans Treatment Courts, supporting justice-involved veterans and improving outcomes across the state.
